Capital Works Benchmarking

Capital Works have a huge influence over the performance of assets over the long-term. Each time major works take place to upgrade or modernise existing assets, there will be a definate and obvious affect on the life of those assets.

However, delay to the inception and completion of such works has a major effect on Maintenance Operations. Late projects can lead to assets requiring additional maintenance to extend their lives and to reduce potential increased failures or extra reduced asset conditions. Extra maintenance will tend to require additional budgetary support.

Optimising Plans

At the tender stage, apm has supported clients in initially benchmarking both Captial Works and Maintenance Operations in terms of their impact of their plans on: (1) Asset Condition and Performance, (2) Handback Capability, (3) Performance-Penalty Payments, and (4) associated Risks.

Once a project begins, we have been able to update the impact of actual works that have taken place with a view to comparing it with the initial benchmark, and support the re-planning of future works to ensure the requirements or targets of (1) to (4) are still met. Where they can’t be met or where budget changes are required, we have supported the relevant directorates or JV companies in obtaining the appropriate budgetary changes.
